It is essential to maintain the number of students in a classroom within the approved limit for the implementation of the proposed new education reforms.

Therefore, it has been identified that it is appropriate to introduce a proper mechanism to provide opportunities for admission of students to intermediate grades other than grades 5 and 6 in schools, while ensuring the right of all children in the
country to education.

Taking these matters into consideration, it is planned to issue new circular instructions to provide the opportunity to apply for entry to another school by giving priorities to the students who actually need to enter another school for intermediate grades from the present school for various reasons.

Accordingly, the Cabinet of Ministers has approved the proposal presented by the Prime Minister in her capacity as the Minister of Education, Higher Education, and Vocational Education to issue new circular instructions repealing the circular instructions issued so far relevant to the admiting students from
grade 2 to grade 11, excluding grades 5 and 6 in schools, taking into consideration the recommendations submitted by the Sub-Committee appointed by the Consultative Committee of the Ministry of Education, Higher Education, and Vocational Education.
